道路
私が住んでいるホテルの前は、Avinashi Rd.という大きな道路が通っている。空港までは、この道路をまっすぐ行けば20分もかからないでついてしまう。が、この道路、私がこちらに来るようになってから、ずっと工事中で、あまり進展が見られない。変わったことといえば、2車線だったのが3車線に拡張されたけれども...全区間が拡張されたわけではないし、3車線になったところは、拡張された部分に当然のことのように路駐してあったり、人々が歩いていたりするので、2車線だったころとあんまり変わりはない。そして、車線に関係なく走っている車をなくすために中央分離帯?もどきを設置しようと試みている気配があるが...これも全区間終わっているわけもない。もう1年近くもたっている...今朝の新聞に、この状況に業を煮やした市民が投稿していた。「いつまでたっても工事は終わらず、終わるころには、きっとまた、工事前と変わらない状態になってしまうんだ!」と皮肉を書いていた。インド人もじりじり来ているらしい。この状況...ウガンダでも、エチオピアでもそうだった。なぜなら、お金があるときにその分だけ工事が進むからである。そして、政治的な後押しもとても重要。この二つがないとき、公共事業は進まない。今は、インドは選挙だし、工事はとてもじゃないけれども進められない。そうそう、たとえば州政府の一番偉い人が来る!とかなれば、あっという間に工事は終わってしまうだろう。思えばウガンダでも、ムセヴェニがやってくる!となれば、村までの道路が舗装はしないまでも、きれいにならされて、人々もしばしの間恩恵をこうむったものです。と...いずこも同じ...しかし、インド人もこういうのが気になるんだ...と面白く思って投稿記事を読んでいました。ちなみに、ウガンダではお金がある分だけ...というのは、建物を建てるときにもあてはまり...お金があるだけ建てるので、全部出来上がると、これ新築~みたいになっていたり、建て増しを繰り返すうちに、変な構造にできあがってしまったり...それでも、一応、役目は果たせるというところで、問題はないですね。ところ変わればですね。
